It was bean counting time at Tuesday's City Council meeting, as council members were briefed on their 2025 financial audit.
David Irwin, an accountant with Mauldin & Jenkins out of Macon, gave the presentation, which was fairly glowing.
'I am happy to say that we are offering a clean, or unmodified, opinion of your 2025 audit,' Irwin said. 'This what you want and the highest level of assurance we can provide.'
Added Irwin: 'Your balance sheet is strong, and you're in a good liquid position.'
The city government generated $44.1 million in revenue and had expenses of $36.4 million in 2025. This includes costs and expenses from the city's water & sewer fund, which is a large generator of revenue for the city. Tax collections were around $15.4 million – $6.7 million in property taxes, $4.6 in 'other taxes' and $4.1 million in sales tax.
'Public safety,' a combination of the Milledgeville Police Department and Milledgeville Fire Rescue, easily was the largest expense in the general fund, checking in at $10.97 million.
'That represents around 56 percent of the general funds total expenditures,' Irwin said. 'That percentage is right in line with what we see in other local governments.'
Irwin's only real critique was the city's stormwater enterprise fund, which operated at a loss of $288,000 in 2025. The stormwater fund has lost money for several years in a row now.
'The goal of these funds are to be self-sufficient,' he said.
