On Nov. 7, law enforcement responded to 109 Helen Lane in reference to an anonymous report of a fight.

When the officer approached the door, they reportedly observed a hand open the blinds of a front window, then quickly close them. Despite knocking and announcing that law enforcement was at the door, no one answered but the officer could hear what sounded like footsteps inside the residence. Man kicks in door of Budget Inn room On Nov. 8, law enforcement was dispatched to Budget Inn, 225 E.

Hancock St., in reference to damage to property.

One of the residents stated, while in his room, he heard a knock at the door. He opened the door to a male, later identified as Rodrico Palm, who told them to give him $5.

The resident did not and stated he told Palm that he did not have $5 to give him and closed the door.

Reportedly a minute or two later the resident heard a couple of very loud knocks at the front door when the door fell off the hinges. Palm then stood at the doorway and asked him if he had a gun, to which the resident stated he did not have a gun and told Palm that he was protecting his family by ushering them into the bathroom. Palm then walked off. Law enforcement reviewed a video of the incident and saw Palm pacing around the breezeway of the motel. Palm then walked over to the room, spoke to the resident who opened the door, and walked off once the door closed, appearing to be agitated. A few moments later, Palm was seen walking back up to the door and kicking it. Palm then walked away and picked up an item, later determined to be a beer can, and threw it at the door. Palm then walks off through the parking lot but returns to the room where he is seen “mule kicking” the door until it falls in. Once the door fell in, Palm reportedly stood just inside of the door frame of the room until he walked off and left the property. Budget Inn personnel stated they estimated the cost to replace the door and door frame to be approximately $1,000. Later that night, an officer saw Palm walk across the crosswalk at the intersection of East Hancock Street and South Elbert Street and placed him under arrest without incident. Officers locate drugs during traffic stop On Nov. 10, an officer observed a vehicle displaying unusual driving behavior and come to an abrupt stop at the traffic light at the intersection of Gordon Highway and State Route 29. When the light changed to green, the vehicle sped off abruptly.

The officer initiated a traffic stop on Irwinton Road just past the intersection and approached the driver, who had opened the door and put his left foot and leg out.

The officer immediately detected the smell of an alcoholic beverage coming from the driver’s person and noticed his eyes to be glassy. A deputy arrived on scene to assist and conduct a standardized field sobriety test.

The driver, identified as Milton Leon Marshall, stated he had a few beers.

An open can of Bud Light could be seen in the passenger compartment of the vehicle. Laying in plain sight on the front passenger seat was a partially consumed bottle of tequila. On the same seat was also a clear plastic bag with a crystal like substance consistent with methamphetamine. Marshall was determined to be under the influence and unsafe to drive. As he was placed under arrest, he was asked what was in the plastic bag on the front seat and he stated he did not know anything about the bag. Marshall stated several times the car did not belong to him, and he was only borrowing it.

According to the report, “the only thing he knew of in the car was 'a little bit of weed' and his hair cutting tools in the back.”

Marshall also admitted to owning the open bottle of tequila and the beer. As he was being escorted to the patrol vehicle, Marshall began to physically struggle and refused to get into the vehicle. The deputy had to drive stun Marshall with his taser, and Marshall was helped into the back seat with the least amount of force necessary. A roadside measurement of the suspected methamphetamine revealed the bag contained approximately 23 grams of the substance. A search of the vehicle was conducted and officers located a small amount of marijuana, a set of digital scales, and another clear plastic bag with an unknown white powder in it. Marshall stated the powder that was found inside the bag of hair cutting items is 'barbicide' that is mixed with water to sterilize hair cutting instruments.

Marshall is being charged with possession of methamphetamine with intent to distribute, open container of alcohol, and obstruction of officers.
