Milledgeville City Council met July 23 to hear the annual comprehensive financial audit and approve multiple resolutions for the stormwater drainage easement.
David Irwin of accounting firm Mauldin and Jenkins reported on the annual comprehensive financial audit for the fiscal year that ended June 30, 2023.
According to Irwin, no material weaknesses or significant deficiencies were noted in the compliance report. He reported on the government-wide financial statements that provide a broad view of the city’s operations and stated it was a “flat year for the city from a government- wide perspective.”
However, as he presented the data, Irwin applauded the city for increasing the overall fund balance over the last three years. He also noted in his report that enterprise funds are “in good shape,” though he advised the city to “keep an eye” on the stormwater fund.
Closing the presentation, the city was awarded a Certificate of Achievement for Excellence in Financial Reporting for its 37th straight year.
The second presentation for the workforce housing initiative also was scheduled for this council meeting but had to be rescheduled due to the presenter falling ill.
Moving into action items, the board unanimously approved eight resolutions for the stormwater drainage easement. The contractor was approved for this project in February and these resolutions each approved a different location for the easement. The properties approved were: 3620 Long Acre Rd.; 2301 and 2311 Woodview Circle; 980 Dunlap Rd.; 2317, 2257, 2308, and 2267 Leo Court; and 411 N. Glynn St.
The meeting concluded with the unanimous approval of renewing a software service contract with Tyler Technologies, parent company of Incode. This contract allows the city to continue working with Tyler to improve IT services to create a web-based product along with storing data on a cloud service. Using ARPA funds, the city has “locked in” prices with Tyler for two years.
“As you know Incode is the heartbeat of the city of Milledgeville in terms of a major IT piece,” said City Manager Hank Griffeth during his report. “This is extremely important in months to come.”
The next city council meeting will be Aug. 13 at 5:30 p.m.
