BOC approves grant resolutions; task force agreement

The Baldwin County Board of Commissioners met March 4 to approve several resolutions.

The board unanimously approved a resolution for the board to support and urge commencement of the Georgia Department of Transportation’s widening of Georgia State Route 49, just west of Felton Drive to east of Milledgeville Bypass.

Assistant County Manager Dawn Hudson presented a resolution to issue purchase cards to elected officials. The purchase card program was approved and implemented in 2013. Purchase cards are used by all county departments to pay for approved goods and services. The program does not change current policies and procedures and the county has very “tight control” over the program, Hudson said.

“It is merely for a form of payment,” she explained. “Since then, we have come across many roadblocks by not having cards issued to elected officials. Georgia Code requires the board to pass a resolution allowing the issuance of these cards, which is what is being proposed today.”

The board discussed thoroughly how the cards work and what their limitations are but ultimately voted to unanimously pass the resolution.

The board unanimously approved the Ocmulgee Drug Task Force/Middle Georgia Gang Task Force Intergovernmental Agreement between 14 agencies, as requested by Baldwin County Sheriff Bill Massee.

The board unanimously authorized a Criminal Justice Coordinating Council in the amount of $392,451. These funds will be used for personnel on the Ocmulgee Drug Task Force. The board also authorized a grant with the council for $98,815. There are no county matches required for either grant.

The board unanimously authorized an application to be submitted for the Georgia Workforce Innovation and Opportunity Act Grant for $350,000 for the Dislocated Worker Program for the period of July 1, 2024, through June 30, 2025.

The meeting concluded with unanimous approval to submit a letter of support and commitment for the DCA Rural Site Development Grant. The Central State Hospital Redevelopment Authority will submit the letter for a grant they are applying to the Georgia Department of Transportation for the entrance to the Sibley-Smith property. The total grant amount is $2 million and there is a required match of $200,000 that will come from SPLOST funding allocated to the authority.
