The Baldwin County Board of Commissioners met July 1 to approve two bids and a grant for the Family Drug Court Program.
Baldwin County was awarded the 2026 Accountability Court Funding for the Family Drug Court Program for $139,120. There is no county match required and it is provided through the juvenile court circuit. It was unanimously approved.
In other agenda items, plans were put out for bid for the Collins P. Lee Memorial Library project that is funded through the $900,000 Middle Georgia Regional Library grant. Assistant County Manager Dawn Hudson, who represented County Manager Carlos Tobar in his absence, recommended awarding the contract to CAS Architecture, based out of Lawrenceville, for architectural services for a bid of $117,260.
“The architectural services are 100 percent funded through the grant with no county match required,” said Hudson. “All bidders were scored by a committee of Middle Georgia Regional Library staff and Twin Lakes Library board members to determine who would be best suited.”
According to an agenda item attachment, CAS Architecture was the lowest cost proposal and highest ranked firm out of seven bids. The bid was unanimously approved.
Hudson informed the board that Baldwin County sought proposals to provide a low-cost spay and neuter option for the general public. There was one proposal from Pawz 4 Georgia, Inc. with a request to use the former animal control building to establish the clinic.
“In their proposal, they agree to make improvements to the facility and in return are requesting the county not charge rent on the facility and that the county pay utilities, which would consist of power and water,” said Hudson.
The county is not indefinitely tied to paying these requests as the contract is for one year and would be discussed again each budget cycle. According to Commissioner Scott Little, low cost spay and neuter, dependent on pet size, would be between $40-$60 with Paws 4 Georgia paying the rest of the fee.
“We are asking the board to accept the bid tonight,” said Hudson. “We still have to work out the details of the contract and it will have to be brought back to the board for approval.”
The bid was unanimously approved.
The meeting closed with Chairman Andrew Strickland honoring Roy Garrett Jr., who recently passed away. He served in the U.S. Army and was a volunteer firefighter for over 40 years at West Baldwin Station 8.
The next board meeting will be held July 15 at 6 p.m.
